Joint-stock company "National Centre on Personnel Management" (formerly Eurasian Training Centre for Civil Servants) for more than 4 years works for the perspective of training in the framework of global modernization of civil service based on the short-term on-the-job training courses. Our company also works for Central Asian region and Caucasus.
We realize that the key resources in the contemporary world are human resources. That's the reason that JSC "National Centre on Personnel Management" started with the most important element for each institution – personnel selection and recruitment. The compulsory requirement was proficiency in English, because the training staff was trained in the European educational institutions. Our trainers were specialized in the Maastricht School of Management on Market Economy, Financial Management, Informational Technologies and Tax Administration, in the Institute of Public Administration in Dublin (Ireland) on Human Resources Management, in the Ulster University in Belfast (North Ireland) on Public Administration and General management, and in the Institute of Public Administration in Madrid (Spain) on Constitutional Law and Legislative Drafting.
Trainers got advanced theoretical training reinforced by the knowledge acquired during visits to the relevant institutions. On arrival to Kazakhstan they developed 120 modules accumulating international experience setting a base for comparison with Kazakhstan's potential.
Our trainers delivered courses for more than 2000 civil servants including representatives from Kyrgyzstan, Azerbaijan, Tajikistan and Republic of Sakha (Yakutiya).
The most important value is business reputation of civil service managers as it was declared by the Head of State. The formation of a compact and professional government as it is indicated in the Strategy "Kazakhstan – 2030" is specified as one of the main priorities of development. At present this task becomes more and more important. President Nazarbayev in one of his speeches emphasized the necessity in development of particular approaches and further measures on public administration reforming. The new model of the public administration must be developed for the aim of customers' interests put in the heart of public services. The state apparatus must perform on the corporate management, transparency and accountability to community principles with consideration for the best international experience. For strengthening of the guiding functions of central and local bodies, their authority and autonomy in decision-making process will be empowered.



Course: Training of Trainers - ToT


The course presents the systematic approach to training, giving an overall insight into the ETC training methodology; discusses the principles of adult learning and their implication for training; introduces the four stages of training cycle: exploring the ways of identifying training needs, transferring these needs into training decisions, choosing appropriate training methods and means, practicing the delivery skills and providing tools for a final training event evaluation. A global aim of the Module is to provide general information on the modern approach to training and to facilitate the acceptance of this approach by the target audience, so that to establish a shared understanding among ETC staff and regional trainers.
To that end a major focus is laid on the interactive nature of a Module. The continuous emphasis is on relating learning to the participant’s own work and experience. Participants are encouraged to ‘test’ the theory against their training situation. Group work and discussions constitute up to 50 % of the contact time. Feedback sessions (usually in small groups) are the norm. It is also essential for the participants to study the peculiarities of adult learning process, to discuss the practical application of individual styles in training and to investigates training process and to present the systematic approach to training

Course: Human Resource Management - HRM


The general strategy of the HRM course is to cover the whole cycle of personnel management and seeks to comprehensively study the HRM development history, discuss the key areas of Human Resource Management and to develop knowledge and understanding of the main personnel functions in the context of the international experience, trends, policies, procedures and practices based on the principles of fairness, individual efficiency and organizational benefit.

A variety of learning methods is used in the course. Interaction between the trainer and the audience is an essential focus of the methodology. The HRM theory is being grounded in the process of case studies discussion and role-playing thus giving the participants the opportunity to comprehend the basic principles and methods of human resource management and to use the acquired knowledge and skills in their work.

Course: Constitutional Law and Legislative Drafting


Socio-economical and political reforms in the framework of Strategy "Kazakhstan-2030" in the Republic of Kazakhstan require creation of corresponding legislative infrastructure. It includes reforming of the legislative base of public administering and civil service functioning, growth of legal culture of management staff, strengthening of legitimacy and legal order. In this respect the role of the legal tutoring as one of the most important trends in training of civil servants of all levels of state machinery.
Course "Constitutional Law and Legislative Drafting" is suggested as one of the professional disciplines for departmental teaching for civil servants. The aim of acquiring the integral system of legal knowledge and required skills and practical application of this knowledge in management can be achieved in this course.
Training includes introduction into rule-of-law state concept, comparative analysis of the central state agencies, civil service legal basis in present-day world, legal control of authority, human rights protection, legal basis of adoption of laws process, and mechanism of drafting up regulatory legal acts.

Course. English Language.


Joint-stock company "National Centre on Personnel Management" offers a variety of English language courses.
Training is being delivered in small groups giving to each participant attention and required help of the highly qualified teachers who have passed the training courses on the methodology of English language teaching in the United Kingdom. Educational programs and training are of high standards and participants will be pleased by the training process having opportunity to use first-rate equipment for studying. Every teaching course corresponds to the certain level of English language knowledge (from beginners to upper-intermediate) estimated by the diagnostic tests results (Oxford Placement Test, Cambridge Placement Test) before enrolment to the groups of not more than 10 trainees. After courses the participants are awarded by the certificates and they can pass to a more complicated level.
The following English courses are being offered:

General English

These courses are developed in order to give the students the basic skills of the effective communication in everyday English. The systematic training approach builds up a programme which covers four language skills – speaking, listening, reading and writing. The training materials provided are the central theme of the whole training programme. During the learning process a variety of training methods and instruments is used including video and audio lessons, different questionnaires and role-plays for developing communication skills.
The Starter Course is intended for those who doesn't know English at all. It includes detailed approach to pronunciation, reading rules, grammatical basics and basic word stock. It develops speaking habit. 90 hours.
Elementary Course is intended for people slightly speaking English. During this course the students not only brush up their knowledge but also get an opportunity to further develop them. 120 hours.
Pre-intermediate course – for people who knows English but have insufficient worf stock and/or gaps in Grammar. This course systematizes and improves students' skills. 120 hours.
Intermediate Course II – for people interested in further development and understanding in English. The main aim of the course are communication skills improvement, development of grammar knowledge and word stock. 120 hours.
Upper-Intermediate Course III – for people concerned about high level of English with gradual improvement of language skills. 90 hours.

Business English

Joint-stock company "National Centre on Personnel Management" offers two courses of Business English: elementary – pre-intermediate and intermediate – upper - intermediate. These courses are ideal for the professionals already in business and those who are only preparing to work in this environment. Courses cover many aspects of business language such as phone conversation skills, business correspondence and e-mail, meetings and presentation skills, etc.
Basic English language course gives basics of business matters. 120 hours
Business English Course for intermediate students includes such concepts as corporate structure, international formal language, banking business, import, export and so on. 90 hours.
Joint-stock company "National Centre on Personnel Management" also offers preparation courses for TOEFL and IELTS required for entrance to European and American universities.

Course: Financial Management


Successful socio-economical development of Kazakhstan in market conditions depends on professional management of the whole financial system of the country, rational allocation of funds of enterprises and organizations based on the professional principles and organizational and management methods. How it is realized in practice the managerial discipline – Financial Management, tells us.
Deep changes in the economical system of our country based on the transition to market laws in economy effects also financial system changing its content, role and concrete forms of use. This is natural and is represented in the course "Financial Management" intended for providing participants with required level of knowledge in the field of public and private finances. The course "Financial management" includes intensive and interactive methods of learning in the framework of time limit set up by customers.
The course is aimed at learning of system of organization and functioning of finances in the field of public (state budget, budget revenues and expenses, budgeting and budget process, budget control and budget planning), and non-state finances (finances of corporate sector of economy, fiscal accounting and IFRS, small and medium business finances, funding and evaluation of investment projects, view of the financial problems and their solution on the macro- and micro-level of national economy management).
The course is aimed at training participants' skills in professional decision-making for public and non-government finances management on the base of knowledge extension and systematization for effective use of financial resources in flows of state funds, financial flows of enterprises, organizations and people, budgeting, analysis, control, modeling, effective investing for welfare gain of all the economic entities, resource mobilization on financial markets, and providing information on financial management methods and principles ïðèíöèïîâ for public and non-government sectors' problems considering international experience

Course: Tax Administration


Course demonstrates basic criteria for an efficient tax systems and presents a comparison of tax administration in different countries. It explains tax legislation for residents of each country. So any domestic tax systems are international because they cover legislation for people and organizations of other countries operating in the territory of the country.
Without tax administration as integral part of tax system the taxes collected can not work effectively. Maximum possible tax collection at minimization of corresponding expenses including administrative burden on tax payers. In the modern civilized society the basic form of state revenues are taxes. Besides financial function tax mechanism is used for economic effect of state on public production, its dynamics and structure, technological progress. Besides taxes are necessary link for economical relations in the society from the state origin. Development and changing of state structure forms are followed by the tax system transformation.

Reasonable management of the processes in political, economical and social spheres in our country in the conditions of dynamism and interpenetration irrespective of culture, mentality and distance comes forward. Civil service reforming in Kazakhstan as priority in governmental bodies activities becomes the most important under these conditions. Competence of state management and its authority in the world depend on success in this field. It is the most important thing in the context of Kazakhstan integration into the world political and economical community.
One of the main trends in Strategy "Kazakhstan-2030" is improvement of the quality of life of our citizens. In this aspect knowledge and practical application of the best management principles,quality improvement and conformance to international standards of public services.

Course: Imagology


The modern stage of social and cultural development is defined as "postindustrial society", "virtual society", "electronic digital society", "networked society", "technogenic civilization age", "network mentality age". The main characteristics of the modern society are information accessibility, market relations development in all the fields of social life, production and implementation of informational technologies, highly-developed infrastructures' functioning, abrupt change of social space. New forms and styles, communication forms, images and values tend to qualitative changes of social reality and require constant renewal of knowledge, ability to handle stress, readiness to conceive and produce innovations.
Intense transformation of social sphere in the contemporary society causes discrepancies in social dynamics processes, adaptation and mental balancing, institutional development, and assessment by different community groups. Various social groups differ in understanding cultural changes and attitude. That's why development and improvement of image and PR-technologies now more than ever becomes actual and popular.
At high competition on labour market it is not sufficient to be qualified specialist, it is required to produce a personal attractive image. Imagology as scientific field of knowledge, art and technology of positive image generation of person or organization comes into existence at certain stage of historical development when the manager, specialist or employee needs to self –actualize, to be in demand in society, firm or organization, make a successful career. As distinct from other human sciences such as philosophy, aesthetics, sociology, ethics, acmeology, culturology, the priority value of imagology is not abstract person but concrete manager, leader, politician, businessman, specialist.
The course on Imagology developed in the centre gives information about positive image-building of organization as a whole and each employee in it. This course is especially useful for the managers at all levels working in different sectors of policy and economy because in the chapter "Self-help" different obstacles impeding to effectiveness and success of the manager are being analysed and the methods of these factors overcoming are given.

WELCOME TO THE STATE LANGUAGE COURSES


Joint-stock company "National Centre on Personnel Management" at the Agency for Civil Service Affairs delivers courses in Kazakh language in the framework of implementation of "Public Programme on Language Functioning and Development for 2002-2010" at three level system:

1. Beginners - (low level). Vocabulary: 650-1000 words. «Қàçàқ ò³ë³: àóûçåê³ ñөéëåó қàðûì-қàòûíàñ ò³ë³» (Speaking and business communication), duration 96 hours

2. Intermediate - (mid level). Vocabulary: 1200-1500 words. «Ðåñìè-³ñêåðè қàçàқ ò³ë³». (Official and business language), duration 96 hours – 6 months. (64 hours – 4 months).

3. Upper Intermediate (high level) - advanced study. Vocabulary:1500-2000 words. «²ñ қàғàçäàð ò³ë³» (Äåëîïðîèçâîäñòâî), duration 128 hours – 8 months, 96 hours – 4 months.

As a rule each level contains of growing volume of language and grammatical material.
The structure of each lesson consists of four types of speaking activity (reading, auding, talking and writing), and complexity of language material in phonetics, lexis and grammar.

The aim of the course – speaking and business language teaching, development of skills in speaking, official and business conversation, literate writing teaching, habituation of official and business documentation.

Forms of control:
1. Spelling of words and word-combinations (lexical dictation);
2. Writing speech (dictation, reproduction, composition);
3. Control test, intermediate test, summarizing test.



Price-list:


Price per 1 hour for one trainee at the courses is 1800 Tenge.
Prices per 1 hour for one listener at English language courses are: for individual lessons – 2600 Tenge, for group lessons – 1300 Tenge;
at Kazakh language courses: for individual lessons – 2000 Tenge, for group lessons – 800 Tenge.
Final price can be discussed and fixed as agreed by the parties in the process of contract signing.
