Inspections for meeting the standards of public service
From the 26th of April the territorial subdivisions – the disciplinary councils of the Agency for civil service affairs have started inspections in all regions of the country for meeting the standards of public service by the local executive bodies.
As known on the 30th of June, 2007 the range of important decrees in the sphere of public service standards were adopted by the Government of the Republic of Kazakhstan.
Thus the Register of public services for phisical and juridical entities, the Standard of public service and the Reglament of the public service were adopted.
Based on these documents the state bodies have to ensure the ratification of their standards and reglaments for each public service.
The implementation of the public service standards is one of the most important measures for the prevention of corruption and removal of administrative barriers in the work of the state bodies.
The basic functions of the Agency Disciplinary councils are the stregthening of the state discipline, ensuring the compliance of the anticorruption legislation and the Code of ethics of the civil servants.
Within the framework of these functions the Agency has initiated inspections of the local executive bodies on the issues of compliance with the public service standards.
At present 37 civil services are provided by the local bodies.
For example:
registration of the unemployed;
allocation of the state address social aid; accomodation aid; state aid for families with children under 18;
registration and priority rotation of citizens eligible for accomodation within the framework of state accomodation fund,
issueing of acts for permanent and temporary land ownership; private land ownership;
issueing of documents for social assistance in the state and non-state medical and social organisations,
certification of rights on subsidiary husbandry, on land plot, for getting the technical equipment on lease and other services.
Mass media, political parties, non-governmental organisations and the public are being actively engaged in the initiative taken by the Disciplinary councils.
Information on the process of check-ups will be covered in newspapers, radio and television.
The revealed misdeeds will obligatory be discussed at the meetings of the Disciplinary councils, where the collegial decision will be taken on the responsibility of the guilty.
These meetings have the open character and their results are covered in mass media.
All interested citizens, public organisations, business representatives and other people can take active part in the process of check-ups for meeting the standards of civil services.
Everyone can address the Disciplinary council in the wriiten or oral form and express his own opinion on the quality of the civil service, to inform on the facts of unproper actions of the state bodies and the civil servants, on the break-ups of the standards of civil services.
The chairmen of the Disciplinary councils and the secritariat staff of the councils will render time for personal addresses.
Apart from that, each Disciplinary council has the helpline service (see below).
Improvement of the state bodies performance on service to the public, improvement of the public service quality and the civil servants responsibility – all these depends on the active public participation in this process.
