The reference to the graduates and scholars of the international program of the President of Republic Kazakhstan "Bolashak"Dear graduates and scholars of "Bolashak" program!
The present-day Kazakhstan due to the large-scale reforms initiated and led by Head of the state Nursultan Nazarbaev, has been internationally recognised as an independent country. The national economy is growing, democratic processes in the society are developing and getting stronger.
Having achieved these results, we put new even more ambitious objective to become one of the most dynamically developing and competitive countries of the world. To implement this strategic objective the administrative reform focused on modernization of the public administration system and the further improvement of civil service is now being realised. In these conditions the civil servants should demonstrate professionalism, creative thinking, initiative and high responsibility for the performed functions.
These qualities are in many respects characteristic of you - graduates and scholars of the presidential program "Bolashak ". You have got education that meets the international standards, modern knowledge of the basics of world management and administration, economy and finance, new information technology skills, brilliant command of foreign languages, and mainly, sincere aspiration to make the life of people in Kazakhstan better.
Such experts are required at the civil service. I address you with an appeal to contribute to the further development and prosperity of our republic through work at the civil service and in the national companies.
The Agency for Civil Service Affairs of the Republic of Kazakhstan and me personally are ready to assist in your employment at responsible positions in the central and local state bodies. According to the new Standard qualifying requirements to the categories of administrative state positions, approved on the 9th of January, 2008, the graduates of the "Bolashak" program entering the civil service have significant privileges.
For example, having completed doctoral studies you can apply for the post of the deputy director of a department, having completed a master course – for the post of the head of a department, having completed a bachelor degree – for the post of the main expert of the central state body. Besides, the graduates of the "Bolashak" program have the right to be enrolled to the personnel reserve of of administrative civil service posts without selection procedures.
